Document folders, individual user targeting

Current situation When setting the visibility of a folder in the Documents module, two scopes: an entire community and/or function. There's no way to grant access to a specific individual or a custom selection of users.

Request Add a third visibility option: specific users. Admins should be able to search for and add individual users as viewers of a folder, similar to how you'd share a file in Google Drive or Notion. Ideally this works alongside the existing community/function scopes, so you can combine them (e.g. "Function: Store Managers + 2 individual users").
