Support possibiliy to configure the forced order in a learning path and onboarding

For onboarding:
Currently, onboarding courses always have to be done in the specific order. You cannot start from course 4, but always have to go 1,2,3 etc. Here we will add a setting within onboarding to disable this forced order. This mean employees can just start from course 4. Phasing will still be intact.

For learning paths:

Currently, courses with the learning path can be done from any order. We want to add a setting here to enable employees to follow the specific order from 1,2,3 etc.
