Save translated Academy courses as draft

When you translate an Academy course, the translation goes live immediately. There's no way to keep it hidden while you review the translation, fix terminology, or swap images and videos. Expected behaviour: a translated version should be able to stay in draft until the editor publishes it, so learners only see it when it's finished.
