Role hierarchy in evaluation community permissions

Currently, the permission “manager can see community evaluations” works well in situations where a manager is always acting purely in a manager role. However, in our organization there is a hierarchical structure where coaches can also be evaluated as employees by their own superior. In this setup, a user with manager rights can switch context and, as a result, see evaluations of other managers within the same community.
