Pulse survey improvements

Pulse surveys are easy to ignore on the Hub, and analytics (eNPS score, date ranges, distribution counts) are inconsistent or incomplete. This project covers surfacing open pulse surveys on app boot, fixing analytics bugs, and giving Admins a proper submissions + question-level analytics view.
