Make shortcuts shareable in the timeline and chat

Context: Shortcuts to external platforms (with SSO) can not be shared on timeline post or a chat message, so users can't be pointed to a shortcut from where the conversation or announcement is happening. The ability to share a shortcut so that it can be: - Inserted into a community timeline post - Inserted into a chat message - Shared in a document or learning.
