Enable role-based filtering

Currently, when publishing an academy course/e-learning, there is no option to restrict availability to a specific user role (e.g. community/org admins). Desired solution: - Add "role" (e.g. admin) as a filter option when configuring who can access an academy course - Alternative approach: this could also be achieved by introducing a user property. Use case: if you have over 100 community admins, manually is not an option
