Edit or return submitted forms

Once a form is submitted, it can no longer be edited. This is limiting when: information was entered incorrectly a required field was forgotten an attachment needs to be added later Possible solutions could be: allowing forms to be returned for editing allowing admins to unlock/edit a submitted form or enabling file uploads in the comments section, so employees can send additional documents afterwards
